po-python: fix segmentation fault in Dzongkha language

Fixes https://gitlab.gnome.org/Teams/Translation/dz/-/issues/3
The plural form for po-python/dz.po causes a segfault when trying
to run the Python console, so change it to the plural form used
in the other Dzongkha files in GIMP.

python: Add export support for Krita .kpl palette

Resolves #13889
Adds support for exporting palettes in
Krita's .kpl format (zipped .xml data).
Colors are currently saved as 32-bit
floating point RGB values.
Future work includes supporting other
color spaces like CMYK, other precisions,
and including color profiles for colors.
