Alx Sa 221a50741a text, libgimpbase: Move text enums 
This patch moves the enums for GimpTextOutline
and GimpTextOutlineDirection so that they are
accessible to plug-ins/scripts. This will allow
for us to add PDB functions to get/set text outline
properties.
