Though it's not finished yet, I am changing "active layer" into "selected layers" logics. Probably the "active layer" concept will be back eventually (i.e. even in a multi-selection a specific layer could be said "active", highlighted in the list a bit differently, hence one could edit this specific layer only). But for simplicity, for now, it's better to first get rid of it, otherwise it's just messy.
