	(gimp_rect_select_tool_coords_to_integer): Undo my bogus fix for
	bug #138103, which led to bug #140649.

	* app/pdb/procedural_db.c (procedural_db_init_procs): Add missing
	compat procs: gimp_channel_ops_duplicate, gimp_channel_ops_offset.
