Clean up handling of `tools/gcg' (partly due to a more pedantic
automake).
* configure.in (AC_OUTPUT): Emit tools/Makefile.
* Makefile.am (SUBDIRS): Remove @GCG@, add `tools'.
* tools/Makefile.am: New file.
(SUBDIRS): Conditionally build `gcg' subdir.
* app/Makefile.am (GCG): Work for srcdir != builddir.
(GCGMAKEDEPEND): Likewise.
* brushes/Makefile.am (EXTRA_DATA): Remove spurious variable.
* gradients/Makefile.am (EXTRA_DATA): Likewise.
* palettes/Makefile.am (EXTRA_DATA): Likewise.
* patterns/Makefile.am (EXTRA_DATA): Likewise.
