dababa26d6 app, pdb: (gimp-quit) PDB procedure is also deprecated.
Even the fact we have a libgimp gimp_quit() function which was not
calling the PDB proc of the same name (and indeed doing something
differently) was weird and confusing.

Anyway we should not allow random plug-ins to basically kill GIMP
without any way to do anything about it, and probably lose all your
unsaved work. This is just wrong IMO.
We'll see if anyone wants to disagree, since anyway this won't be
removed until GIMP 4.

1107d0f7af app, pdb, plug-ins: improve error feedback for gimp_temp_file().
It is not a fix yet for #14681 but would provide nicer and earlier error
when a call to gimp_temp_file() fails, which may happen in some cases.
E.g. if the temp directory doesn't exist and we fail to create it.

As a test, if I delete /tmp/gimp/3.2/ and give root ownership to
/tmp/gimp/, now the error when opening our gimp-splash.xcf.xz is:

GIMP-Error: Opening '/path/to/gimp/gimp-data/images/gimp-splash.xcf.xz' failed: Error creating directory /tmp/gimp/3.2: Permission denied

Let's make sure we won't trigger CRITICALs on core from a plug-in.

305303330c app, libgimp, pdb: fix a null_ok/none_ok mixup.
We had 2 flags to indicate that a PDB argument could be nullable:
null_ok and none_ok. That was a huge mixup and the PDB generation code
was using sometimes one, sometimes the other. Let's settle for only
none_ok.

This fixes a bunch of annotations.

8eb7f6df9e Remove GimpStringArray in favor of GStrv
GLib has a specific type of NULL-terminated string arrays:
`G_TYPE_STRV`, which is the `GType` of `char**` aka `GStrv`.

By using this type, we can avoid having a `GimpStringArray` which is a
bit cumbersome to use for both the C API, as well as bindings. By using
`GStrv`, we allow other languages to pass on string lists as they are
used to, while the bindings will make sure to do the right thing.

In the end, it makes the API a little bit simpler for everyone, and
reduces confusion for people who are used to working with string arrays
in other C/GLib based code (and not having 2 different types to denote
the same thing).

b05cfc6050 pdb: (try 3) move PDB generation and sources to toplevel/pdb
It never belonged inside "tools". Also rename its "pdb" subdirectory
to "groups". This had to happen before 2.10 so cherry-picking between
branches doesn't become a nightmare in the future.
