Adding support of none_ok for arguments of type sample_point, allowing
to pass 0 as a special value and use it on this function.
- gimp_image_add_sample_point: guide is a left-over from copy-pasting and
add apostrophe
- gimp_image_get_sample_point_position: it was not clear that the
parameter was the y-offset and the return value the x-offset
It never belonged inside "tools". Also rename its "pdb" subdirectory
to "groups". This had to happen before 2.10 so cherry-picking between
branches doesn't become a nightmare in the future.
