pdb: remove unused std_pdb_deprecated().

This function is counter-productive, since we now want to have both
deprecated and deprecated_since together. But there is no generic
"since version" to be used for such a macro.

So let's just have people explicitly add both variables (and error out
the generation script if they miss any).
