Here is a third release candidate for upcoming GIMP 3.2. We are still hoping it may be the last as we approach reasonable stability.
Improvements include:

<li>XCF files won't start loading anymore before all fonts are loaded</li>
<li>Dropping a color or pattern on a vector layer updates its fill property</li>
<li>Curves and Levels now default to working in linear working space</li>
<li>Several libgimp functions deprecated in favor of using the filter API directly</li>
<li>Various fixes and usability updates</li>
