With this second release candidate, we are getting closer to GIMP 3.2 than ever!
As expected from the RC window, which is string and feature-frozen, the contents of this version is mostly bug fixes,
though a few feature-like changes were made too. Highlights include:

<li>Outer Glow layer style can now be imported from PSD files (converted as drop shadow, replicating the effect)</li>

The MyPaint Brushes tool now supports stylus barrel rotation on relevant brushes

<li>The Paint Select tool's UX has been improved (though it is still in Playground)</li>
<li>Various UX and theming fixes</li>
<li>A lot of bug fixes</li>
<li>Many build improvements, in particular to allow MSVC compilation support</li>
