janwas c15cbe12d4 now load files from "public" mod unless onlyPublicFiles is on cmdline (see http://www.wildfiregames.com/forum/index.php?s=&showtopic=11983) ... instead of checking if the public mod exists, remove the windows-only wfilesystem assert and another in file_system_posix so that the 'error' is gracefully handled.
